Would need more info:
Why were the walls and ceilings replastered?
What material were you plastering over Lime based plaster or gypsum plaster?
What material did you use to finish the wall & ceilings with?
Did the failure occur between existing plaster and bonding agent or between bonding agent and new plaster?
What type paint was on the existing plaster?
My first quess would be that there is A Calcimine paint on the existing plaster.
When you washed the existing did the material that came off seam to be gummie?
